The Government of Canada has announced details of a new two-year, up to $166-million Wine Sector Support Program to help strengthen the future of the wine sector.

Canada's vibrant wine sector is a significant contributor to the country's economy, with growth taking place in all areas of the value chain, from grape growing to retail sales and tourism.

All licensed wineries in Canada that produce or contract out the production of bulk wine from primary agricultural products will be eligible for support under the program.

The application intake period for the 2022-2023 fiscal year (April-March) is now open for grape wine and other primary agricultural product-based wine products, excluding cider and mead.

Wineries are asked to thoroughly review the application process in advance.

Border Restrictions to Enter Canada Extended to Sept. 30

The federal government announced Wednesday all existing border restrictions to enter Canada will remain in place until at least Sept. 30.

The federal government announced Wednesday all existing border restrictions to enter Canada will remain in place until at least Sept. 30.

That means foreign travellers will still need to provide proof of being fully vaccinated to enter the country and unvaccinated Canadians or permanent residents will need to provide a molecular COVID-19 test taken prior to entering and quarantine for 14 days upon arrival. The government is also still requiring all travellers, regardless of citizenship, to upload their vaccine information and travel documents to the ArriveCan app. The restrictions were last extended on May 31.

Random testing at airports will be temporarily suspended at all airports starting on June 11 to 30. Only unvaccinated travellers will be required to take a test upon entry into Canada. The change is being called a “pause,” with the possibility that it could return.

Travellers who don’t meet the vaccine requirements may be turned away at the border, or be required to quarantine for 14 days or until their departure.

COVID Border Measures to Remain in Place at Least Another Month

Health Canada made an announcement earlier today stating the Government of Canada is extending current border measures for travellers entering Canada until at least June 30, 2022. Several pandemic restrictions are in place at Canadian airports and land borders, including vaccine mandates, random COVID-19 tests and the requirement that international travellers answer pandemic-related questions on the ArriveCan app. Travellers must also wear masks on planes and passenger trains. The specific restrictions vary depending on travellers’ age, citizenship, and vaccination status.

As for when the mandates will be lifted, Transport Minister Omar Alghabra said he doesn’t know but the government is consulting with experts and other jurisdictions.

Electric Vehicle (EV) Charger Rebates for British Columbians

The Province and Natural Resources Canada (NRCan) are making it more affordable for people to install electric vehicle (EV) charging stations in their homes, businesses, and communities: BC residents, businesses, and municipalities can receive rebates for EV charging stations through the CleanBC Go Electric EV Charger Rebate and Fleets programs.

For a limited time, funding will cover as much as 75% of eligible purchase and installation costs for EV charging stations.

Businesses can apply for a rebate of up to $5,000 per station, as well as 5 hours of free support services from an EV Charging Station Advisor.

Fleet operators can get combined rebates from NRCan and the Province for a Level 2 charging station as much as $5,000 of purchase and installation costs, and $75,000 for a direct-current, fast-charging station.

Minister Boissonnault will work with the tourism sector, provincial and territorial counterparts, and Indigenous tourism partners to renew the strategy and set a course for growth, investment, and stability. The Minister also spoke about supports for small and medium-sized enterprises and his vision for the tourism and hospitality industry in the coming years.

The strategy will focus on important areas such as workforce challenges and destination development, which have become increasingly significant since the first strategy was launched in 2019.

Tourism stakeholders, business owners and employees, as well as members of the public, are invited to visit New Federal Tourism Growth Strategy to provide input and help lay the foundation for the future of Canada’s tourism industry.

  1. Gender parity ("50%" women and/or non-binary people) on Canadian board(s) and/or senior management; and

  2. Significant representation ("30%")

Reminder: Canada Recovery Hiring Program (CRHP) - Apply by May 7

While the Canada Recovery Hiring Program (CRHP) expires on May 7, 2022, the government will accept retroactive applications.

Intended to support recovery for businesses to hire employees or increase work hours of existing employees, the CRHP is a separate wage subsidy that runs parallel to the Tourism and Hospitality Recovery Program (THRP) wage and rent subsidies, which also expire on May 7.

Programs Eligibility Requirements:

  1. The CRHP provides up to 50% wage subsidies for new employees or for existing employees who are working increased hours or earn a higher wage. Eligible employers must have a revenue loss of more than 10% to qualify.

  2. The CRHP is a separate wage subsidy that runs parallel to the Tourism and Hospitality Recovery Program (THRP) wage and rent subsidies, which also expire on May 7.

  3. Eligible employers can access either the CRHP or the THRP, but not both during the same period.

  4. Eligible employers, who had an active payroll account as of March 2020 can access the CRHP.

  5. The THRP subsidies require a minimum period-over-period revenue loss of at least 40% and some employers no longer meet the 40% revenue loss requirement to qualify for the THRP.

  6. Unlike the THRP, applications to the CRHP can be made retroactively up to 180 days after the end of a period.

  7. Applications to the CRHP are made through the same system as the THRP.

YYF Penticton Airport Upgrade & Visit South Okanagan Posters

The Government of Canada recently renovated and expanded the YYF Penticton Airport terminal building, including new airline check-in counters, car rental kiosks, washrooms, and a visitor’s information booth. The upgraded facility also includes an expanded arrivals hall, security screening area and departure gates. The airport is also seeking a business for the upgraded food service area.

As part of the renovations, YYF added new signage, digital displays, and artwork throughout the terminal, including Visit South Okanagan posters for the South Okanagan destination community.

New Measures to Address Canada’s Labour Shortage

The Government of Canada made several announcements to streamline the process and improve access to international workers for businesses, to assist in recovery from the COVID-19 pandemic.

The Government of Canada announced that Express Entry draws will soon resume and that invitations for candidates to apply for permanent residence will begin in early July. The vast majority of new applications will be processed within the 6-month service standard.

Canada also announced a policy that will allow over 50,000 international students to stay and work in Canada for an additional 18 months if they are applying for permanent residency in 2022.

Finally, Canada announced new measures for those who applied for permanent residence through the temporary resident to permanent resident pathway last year. The limited-time pathway was launched in 2021 to invite a broad range of individuals already working in Canada to apply to stay permanently. While closed to new applications since November 2021, the processing of applications will continue for some time.

Taking effect this summer, the policy changes announced include:

  • Applicants will no longer be required to remain in Canada while their application is being processed.

  • Applicants who apply for an open work permit while waiting for their permanent residence application to be finalized will be able to get work permits valid until the end of 2024. This will ensure that all permanent residence applications will be finalized before applicants will need to apply to extend their temporary status again.

  • To support family reunification, immediate family members who are outside Canada and who were included in a principal applicant’s permanent residence application will be eligible for their own open work permit.

Government of Canada announces additional easing of border measures effective April 25

The Government of Canada announced further changes to Canada's border measures for certain eligible travellers. Effective April 25, 2022, the following easing of border measures will come into effect:

  • Unvaccinated or partially vaccinated children aged 5-11 who are accompanied by a fully vaccinated parent, step-parent, guardian or tutor will no longer be required to complete a pre-entry COVID-19 test for entry to Canada.

  • Pre-entry tests will still be required for partially vaccinated or unvaccinated travellers 12 and older who are currently eligible to travel to Canada. Children under 5 years of age are not required to provide a COVID-19 test result.

  • All fully vaccinated travellers will no longer be required to provide a quarantine plan upon entry. This requirement will also be removed for children aged 5-11 who are accompanied by a fully vaccinated parent, step-parent, guardian, or tutor and travellers with a medical contraindication to a COVID-19 vaccine.

Furthermore, fully vaccinated travellers arriving to Canada after April 25, 2022, will no longer be federally required to do the following for 14 days after arriving:

  • mask while in public spaces;

  • monitor and report if they develop signs or symptoms;

  • quarantine if another traveller in the same travel group exhibits signs or symptoms or tests positive; and

  • maintain a list of close contacts and locations visited.

All travellers are still required to use ArriveCAN (free mobile app or website) to provide mandatory travel information within 72 hours of their arrival to Canada and/or before boarding a plane or cruise ship destined for Canada.

Federal Budget 2022 Highlights

The Government of Canada unveiled its 2022 federal budget on April 7. Spending was largely focused on housing and defense and notably excluded targeted support for the tourism industry by means of wage and fixed-cost support, and an extension of the Tourism and Hospitality Recovery Program. It also did not include amendments to the Tourism Relief Fund, nor extensions and amendments to debt relief such as the RRRF and CEBA programs.

The Office of the Minister of International Trade, Export Promotion, Small Business and Economic Development spoke to Budget 2022 and noted that it is an innovation-forward budget that is focused on fiscal responsibility as Canada recovers.

The Government of Canada unveiled its 2022 federal budget on April 7. Spending was largely focused on housing and defense and notably excluded targeted support for the tourism industry by means of wage and fixed-cost support, and an extension of the Tourism and Hospitality Recovery Program. It also did not include amendments to the Tourism Relief Fund, nor extensions and amendments to debt relief such as the RRRF and CEBA programs.

The Office of the Minister of International Trade, Export Promotion, Small Business and Economic Development spoke to Budget 2022 and noted that it is an innovation-forward budget that is focused on fiscal responsibility as Canada recovers.

The Government of Canada has created a dedicated job bank to help connect Ukrainian refugees with employment opportunities.

The Minister of Employment, Workforce Development & Disability Inclusion, Carla Qualtrough, announced changes to the Temporary Foreign Worker program under the Workforce Solutions Road Map, providing businesses with better access to the program.

Changes include:

Accommodation and Food Services will be among seven sectors in which employers will be allowed to hire up to 30% of their workforce through the TFW Program for low-wage positions for one year.

The policy that automatically refuses LMIA applications in regions with unemployment rate of 6% or higher will end.

Addressing seasonal peaks, there will no longer be a limit to the number of low-wage positions that employers in seasonal industries. In addition, the maximum duration of these positions will be increased from 180 days to 270 days per year.

Labour Market Impact Assessments (LMIA’s) will be valid for 18 months, an increase from 9 months. (Prior to COVID-19, LMIA’s were valid for 6 months).

The maximum duration of employment for High-Wage and Global Talent Streams workers will be extended to three years. This will help workers qualify for permanent residency, contributing to our long-term workforce.

Canada Drops Pre-Arrival COVID-19 Testing For Vaccinated Travelers

Effective April 1, 2022, the federal government officially removed all pre-arrival COVID-19 testing requirements at the border for vaccinated travellers.

Key changes include:

  1. Fully vaccinated travellers do not need to complete a pre-entry test (they may still be selected for random tests on arrival but are not required to quarantine).

  2. Non vaccinated travellers will still need an on-arrival test and a day 8 test and must quarantine for 14 days.

  3. ArriveCAN is still needed for entry to Canada by all travellers.
